Are you paying for the car? Because if you are I'd do whatever I wanted to it!
A stock L36 vs. modded L27....hmmmm. Well it is much newer and has more power, but you could have fun playing around with the 94. I prefer modding. I can't just drive a car without modding it somehow. And the power/tq of the L36 stock isn't a whole lot greater than the L27. A modded L27 could take an L36.
Depends on what you want to do!

I say, get the 2003 and if they let you just put a standard K&N panel filter in the stock air box, as your own personal budget permits put better spark plugs, plug wires, and 180* thermostat in.
Later when you are ready for a new car you will have a car with a much better resale value and you won't be kicking yourself for not doing the best upgrade.
