Actually the one that hit me'* bumper came completely off; nothing there but styrofoam and a plastic bumper cover. Theres no styrofoam all over theplace so I think your right on the mark; the accident was elsewhere.

2. wy is another cart parked ommedietly behind the car???
3. Why is the car fully parrell parked all the way over the curb with the wheels straight, not turned like they would most likely be if it was driven over the curb???
My guess is the car was in an accident near there, and pulled over off the road in a spot that was empty. Soon afterwards golf carts were parked around it being that is where they most likely normally park them. Wether this is the case or not, tha'* what I'm sticking too. Each can choose their own conclusion.

The Neon is a Neon, and a Neon driving even 30mph T-boning two heavy carts side by side would easily create what is in that pic. You can't tell the bumper is missing because it'* crunched up against the cart.
And yes, there is only one cart with a canopy. It'* just the perspective that throws you off. The second cart was pushed right up against the first one when the Neon hit it.
The sign isn't knocked over most likely because the carts were not where they are now before the Neon hit them.
The golf cart behind the Neon is not right behind it, it'* pushed back further off the curb as if the Neon hit that when it went off the road. The canopy is bent on that cart probably from the Neon.
The two carts in front are jammed up against each other and couldn't have been parked afterwards.

Solved. Look at the right-hand cart, the one behind the car. I see that the seat is out of place, the canopy is bent, and there appear to be chunks of tan bumper on the ground beside it.
The Neon hit that cart at speed, smashed it out of the way, then hit the other two with a big chunk of momentum taken off. The resaon you don't see the damage on the first cart is that hte Neon hit near the front of the cart, which is behind the car. The sign wasn't tipped over because nothing got near enough to do so, and the hood is up because SOP at an accident is to check if the battery is ruptured, and disconnect it if possible, to reduce fire risk.
