It'll turn off unless it is in some way broken.
The very first fill up after I bought the car, it didn't shut off. I was livid cause I thought the gas would destroy my paint. A few years later, it developed a little rust spot right below the gas door. Still there.

Around here they took them all off "By order of the fire marshall" I'm still wondering how that one fire marshall got CT and MA both to do this to me at the same time.
A soda bottle works wonders on a super cold New England day.

Basically they want you standing there attending to the pump. Which in safetly circles would be the correct thing to do.
On a super cold, bone chilling day .. I might have put an empty soda bottle into the pump handle to keep it flowing until the click.

About those gas stations where it is illegal to pump your own gas, here in VA around Winchester we still have full service gas stations where they will check all your fluids, clean you windshield, and pump your gas.

I haven't seen a full service station in a really long time.
