Being a former contractor. My guess is the survey team set the wrong grade for the foundations of the houses or the plans where read wrong. The correct way to remedy that issue would be to demolish the foundation and re pour it. I have seen it done a few times in Haverhill,MA The street grade is GOD when it comes to building a development. the benchmark is usually set by the state or city engineer. Look on the positive side, its a driveway that will never have puddles or will have to be shoveled in the winter
