I'm not sure........But I think so!!
I currently have an auction up for one of my LCD Photo Frames and I got an email from an interested party in Canada.
Everything was good up until I got this message from the buyer:

Going so far as to levy tarrifs on items I purchased for $5.00. So, I am following advice of fellow eBayers on how to have items shipped without such problems. If this options meets your satisfaction just email me a proper invoice for $19.99CDN plus *&H and I will effect payment immediately upon checking my email.
Thank you and best reagrds,

Do any of the Canadian members have trouble with Customs when making purchases in the U.*. ? I smell BS here........
