Considering the age of your truck(1982) one can only assume that the parking brake cable is rusted so bad that the cable cannot move. Or, depending on your current weather, it is filled with moisture and is frozen due to cold temperatures.

Well, I agree with Mike and rj, but I'd still get down and have a look at the pedal assembly. Don't you have a release T-handle for the brake? I'd get down there and watch while pulling the release, just to see what'* going on. At the same time, I'd check out the pedal assembly just to see that nothing'* jammed into the works! Pedal not moving at all, makes me think someone else has already jammed it trying to apply the brakes! But then again ....
Just a thought!

My park brake pedal is currently jammed in the up position, and it has nothing to do with cables. Something in the pedal mechanism is jammed out of place and is preventing the pedal from moving. I just haven't had time to dive into it yet to see what the problem is. Sounds like you have the same issue.
