The regulator is inside the intake manifold assembly so it doesn't need a vacuum line. If you hook up a vacuum tester to it and it holds vaccume and not sucking fuel through it it is fine. The fuel pressure will bleed off through the fuel pump assembly because the check valve isn't designed to hold pressure permantly. As long as as when you key on and it quickly jumps to spec when it primes it'* fine. What might be happening is one of the fuel injectors might be leaking down causing the engine to flood essentially. The original fuel inject ou design was crappy and caused many drivability issues with the vortech engines. GM updated the design if the injector tree or spider if you will that cured most of the drivability issues.
