Default '99 M/Y LN2 (OHV 2.2L I-4) 6+1/7x "Twin-tower" DIS Damp Weather Starting Issue

Has anyone here... with a 4-cyl '99... had trouble starting their car/truck after it sat for awhile in damp weather? Does it have the OHV 2.2L under the hood? My Sonoma does, and has suffered this issue ever since I got it [used]. I traced it to the ignition and have/had everything related to it--harness included--replaced but the crank-position sensor, and the issue persists! And it'* not just my truck that suffers it... I've leaned of two other '99 m/y vehicles--a car & another *-truck--with the same engine suffering the same issue. I'll bet even some of the Twin-Cam'* of this m/y have this issue, since they use the same ignition system.

The thing about it is it'* really driving me buggy lately... Having me play games in not only starting it but also driving it, with it sputtering & stuttering when I even slightly apply throttle, and sometimes falling into limp-mode & showing zero spark-timing advance and crawling away from a dead-stop & through the first two gears. I also suspect the timing-chain set--which was replaced some time ago--having failed because some cheap piece that didn't met the standards got installed, after my insistence that the shop use the GM-replacement set, but that'* a different issue--The damp-weather cold-startup & general drivability is what'* eating at me!

Anyway... I'd like to replace the CKP-sensor myself, but it requires doing a crank-relearn procedure. I've tried the other method after replacing the ICM, but that was a pain & I doubt I truly did it accurately. I'd like to do it with a hand-help two-way tech tool, but most are way too expensive for me to afford. Plus, I don't want to go to another dealership to have them use their Tech2 to do it, as the dealership I've gone to [twice] over this issue have done nothing but replace the plugs & wires--Which it didn't need!--and say how it showed 70%- of what the best cylinder did during a compression test. (<-Again, I blame the timing-chain set on that!)

Can anyone recommend a inexpensive hand-held or some type of tech-tool that will allow me to do the crank relearn? BTW: I'm writing this via a laptop, so I guess any type of service/tuner software is also an option. Any suggestions, folks?

If you want to do this via laptop, HPTuners is probably your best bet. At only $499, it is by far the cheapest "device" you can use to conduct CKP relearn. Other handheld scanners will run you close to $1000
