Those cloth-tops are probably a dealer thing. A lot of shady dealers do things like putting cloth-tops or cheap body-cladding on cars, then charge extra for a "Special Edition Package" or some such.
Ricart, here in Columbus, got busted for selling an "Explorer GT" package as factory, and later on got nailed again for advertising rebadged v6 Mustangs as a "Mustang GS".

i saw one other car like that...'92-'95 SLE white with the black top....i think it was on eBay, but i'm not sure....the top actually looked like a vinyl top, the black one here looks like what was said, simulated convertible
im pretty sure that it was never an option, but it is very possible a dealership had it done to make a bit more $

It may be a dealer or aftermarket option. (and still looks like **** regardless).
