Our '00 had the bubbles. We started noticing them at around 30k miles or so. We let them go until they started getting really noticable at about 80k or so. Looked into it and the local dealer said they couldn't fix it under warranty. So at about 98k we called up the other Pontiac dealer and talked to them a bit and they said that as long as the car had under 100000 miles they could fix it under warranty. (can't remember anymore what warranty it was that allowed this)
The car is now at 180k and the hood still looks like new.
So, if your car has the bubbling hood, and has under 100k miles, take it in and bitch and complain until they fix it.

GM put a aluminum hood for lighter weight.
But not the whole car.
