Permatex black IIRC is aimed at oil, blue is aimed at coolant. You can encounter both in a head, but I I forget if the head bolts go into either area though.
Personal preference I'd use Ultra Copper if you feel it'* necessary. Pretty sure I installed them dry.

At work we tend to use it for making seals when gaskets arent available or needed... but i dont think the techs use it for headbolts... that would be more of a locktight type substance youd be looking for but i dont think youd even want to use locktight on the headbolts

Correct torque hold the headbolts in. Loctite compounds degrade and soften with heat and time. Permatex merely keeps things from corroding. There should never be an issue of having to "seal" a headbolt. If something leaks by headbolt, it is because the surfaces it is holding together arent clean or true.

let me specify that im asking this question in relation to a small block 350,where the head bolts come in contact with the coolant.
