there appears to be MANY of the 2000 NAs to be to California specs, including my own, and i believe Jim and Tracy as well, which all have roots in the northeast. I find it odd that so many California spec cars made it to the east coast in the 2000 year

As time goes on, meaning model year changes, car manufacturers will tend to cut costs. One cost-cutting measure is to build all cars to the same emissions standard. And since more and more states are adopting Californias emissions standards (which I think has the highest standards in the US), it only makes sense to start making ALL car models with the same emissions equipment. Keeps the amount of "different" parts down, in turn keeping inventory costs lower.
2000 could be GM'* startup year for that kinda plan.

i see that the Buick has the same super soft front motor mount that the 2000 SSEi has. :(
