Default Front brakes on my 97 C1500

Ive had this truck for 3yrs and about 60,000miles, I just put on its 2nd set of front pads. This time I splurged and bought new rotors for the new pads that I got at a garage sale for
$1 (Raybestos PG Plus). What I was noticing is hopw small the pad is compared to the available surface area of the rotor. Down close to the hub the there is easily 3/8" of unused rotor and at the outer part of the rotor there is about 1/4" of unused rotor surface. Has anyone noticed this? and is there a pad set that will use this available space and maybe have some decent working brakes? This truck takes a 369 series brake pad.
