Gas needs to meet the octane rating when tested, they are allowed to exceed the rating without penalty. I know my local Mobil puts 89 oct into the 87 tank, A girl here at works' boyfriend is the guy that fills their tanks and he'* the one that keeps me informed of this. They drive the extra distance to get gas from my mobile just becaus of this.
