Default Low Air Flow in HVAC

The HVAC has very low air flow at the dash/floor outlets in all position. Pulled the motor and it & the impeller are good. Motor speeds seem reasonable. Has anyone found a condensor or heater core clogged with dirt or dust? Any ideas short of pulling the dash to get to them to check them? Any duct doors that could do this?

don't suppose you have an in-cabin/recirculating filter? that getting plugged can cause all kinds of issues...

1992 Regal GS doesn't have a filter. Anyone have any success dropping the blower motor and use a flexible hose to vacuum the evaporator input side?
