From a marketing perspective, it sounds better as a 'safety feature'.
However, on my car, they will almost go down all the way. Only a small part won't go down. Some safety feature...

It is no safety feature, it is a design flaw that they market as a safety feature. Like Sol said, in the GP'* like an inch of the windows stick up. The wheelwell would have to sit farther back for the windows to be able to do down all the way. In my Lumina the front windows don't even go down all the way (which makes absolutely no sense to me), there is about a half inch or so that sticks up.

Damn near all cars do this due to the wheel wells going into the door paneling. The fact that kids are always back there, is one reason why most cars are designed to "fix" this. I only use them for venting, and I wouldn't want them open all the way anyways. The drag would KILL mpg.

yah its the way its designed you might be able to get 2 more inches out of it but you would have to take the motor and gears out and stuff. just bad design.
