Yikes. How 70'*. The problem with those is they trap moisture and cause rust to form in the worst places. Oh, and then there'* the looks...

Most likely it is just a fiberglass shell wrapped in with the cloth. It'* siliconed in place with big gobs. That'* how it is on my dads 1989 Buick Lesabre and 1990 Olds 98, and my 1997 Park Avenue.
