I'll bet you dollars-to-donuts that you're low on brake fluid. Pop the hood and check the master cylinder fluid reservoir. Do this now. Refill with DOT 3 brake fluid as needed.

Yes, you probably have a short circuit, bad ground or bad bulb in the front signal. It'* not clear to me if you mean that the light got smashed, or if the bulb just burned out. Get back to us again if that'* not where the problem turns out to be.

It would have to do more than just burn out in order to light the turn-signal arrow on your dash: it would have to short together the two filaments so that parking-light current can cross to the turn-signal circuit. That (steady lighting of a turn-signal arrow on the dash when the vehicle lights are on) is also a symptom of a broken ground connection in a front turn-signal socket, or a wrong bulb (e.g. a single-contact #1156 bulb stuck into a double-contact #1157 bulb socket).

Certainly replace the bulb if it'* not working. If the problem persists afterwards, check the ground wire on that socket to see if it'* really grounding.
