Depends on the car. With an SSEi, you can't powerbrake at all. It'll burn right off the throttle dump with no brake. I know Jseabert'* 93SSE will too. I wouldn't use the brake at all. Just practice how much throttle it takes to not scratch. That'll depend on road temps and tire temps alot. Don't use traction control.

It also depends on the tires you run, the width of the tires, if the tire are silicon based or more traditional rubber based, tread pattern, car you have, what mods you have and more. Usually powerbraking on a N/A car is not a good idea w/ the stock torque converter becaues it is too low in the powerband. It'* easier to just ease into the launch and use your foot to control the rate of acceleration as the Throttle Body Butterfly opens up. For a */C roots car, can powerbrake it because the torque is low since the roots will be stuffing air down it very quickly. But in reality it depends because each car is very different in its history, mods and combination of tires/wheels and more. Hope that helps. Just practice different techniques with your car and find the best.

I usually rev up to 1400 RPM on power brake.. cause no matter what I do ( without spending the big coins into gettin good slick tires for drag ) and drop the brakes.. then usually about a second it takes to gradually lean it up to WOT to ensure the tire doesn't break traction too much from the gound.. to each their own.. and like a lot has said.. it differs from climate.. tire pressure.. road condition.. tire condition.. to weight of car.. practice practice practice... go find some rice to practice with.. hee hee.. cause even if you got too eager and broke traction.. you can more than likely regain the distance lost by second... third the latest gear... Unless they're on NOS.. then you watch their weedwacker motor blow up later.. lol.
