No. Something looks wrong.
It should be opening right away and not sticking.

i got a spare BCA and BCS laying around..

swap em?

still getting my proper boost just fine

Check all the vacuum connections first and make sure no leaks.
With the engine off. Apply a vacuum (suck on it) and see if the diaphram inside the actuator is defective.

found no vacuum leaks...

swapped the BCA i had...

now it stays up at idle and shoots down at boost.... correct?

Correct. Down is bypassed closed. Up at idle in park is normal for full bypass.
