At this point, a "Minnesota" forum will not be made in the primary forum. If Minnesota gets its own forum, then every other state will want their own too, leading to forum bloat.
Yup, the Minnesota ClubGP chapter
has their own web site. In fact, I'm good friends with Eric Criswell, who is heavily involved in the MN Grand Prix scene. The most recent MNCGP meet was well-attended, as you can see in the photo

to point to an external site, I can set that up. I think ClubGP did (still does?) something like that for the individual chapters.
In response to the cost question: if you're quoting domain name costs, you can do MUCH better. If you're quoting server costs, you can probably still do better. My costs are skewed because I run this site on a dedicated server instead of using a shared hosting service. I won't say exactly how much it costs, but it'* about an order of magnitude higher.
