Slow boost
I rebuilt a 94 SC and finally removed the Floz that found it'* way onto my lower intake yesterday. Now my boost builds slowly with revs and doesn't reach as high, maybe 8-9 pounds at best. I had the BCA adjusted to full slow, will that prevent it from reaching full boost?

Doesn't have any effect on how much boost, but rather WHEN you get boost, or how quickly. It'* either on or off. Although vacuum leaks can possibly cause intermittents?
Try swapping BCA'*. That can limit the amount of boost.

I took the BCA off the Floz. It seemed to work fine at the time. I did just find, however, that the wastegate rod was sticking just before fully closed, so that would limit the boost, but not the slow boost building behavior. I gave it a shot of WD-40 and worked it in a bit. I hope that helps.

I did mange to get some full boost this morning, so that confirms the fact that I did not somehow miss the presence of uncoated rotors. I think I need to work on the wastegate rod some more. What else could cause slow boost rise?

When I pulled down and mistakenly cleaned the SC w/o removing the rotor assembly, I did notice there was a tons of dirt built up around the wastegate.

The BCA cannot be disassembled. I usually put some light air oil in all ports and fittings, then excercise it by hand. Failing that, replace it if you suspect it. Play with it at idle. You should be able to make it actuate. Mine moves fully and quickly.
