Electrical Short in the Fuse Box??

Default Electrical Short in the Fuse Box??

I have a 93 bonneville SSE. I had a fuse totally melt(the plastic) and it didnt pop. The fuse in question is the number 15 slot (on the 93) which runs the elec. mirrors, elec. seat crtls, radio. ) I pulled out the melted fuse. here is my delema, while there was no key in the ign. the heater ran. Plus when I mess with headlight **** the heater kicks on and off. I knew the head light switch was going out.
Here is my question if the short fried the fuse without popping it could the wires that go into the fuse panel on the backside be burnt causing all this electical shorts and my big headaches. Thanks for your help.

well i would normally say you just got a bad fuse (or it was not the correct Amperage) but your headlight switch/heater issue sounds like something funky is going on in your electrical system. Never heard of that combination before

Yeah thats what I thought about the headlight/heater combo also. First for me as well. thanks
