Default self powered test lamp

I need to make one, does it only consist of a battery [+] connected to a light bulb and a wire connected to the [-] which you connect to a ground and if the bulb lights up the ground is good? or do I have the concept misunderstood?

you have the concept right, just make sure the voltage is the same

120v ac = home light bulb

12v dc = auto use

It sounds like you are making a continuity tester rather than a test light. Test lights to not need batteries because you are using the voltage in the car to turn the light on. However a continuity tester uses a battery to turn the light on once the circiut is closed.

I want to test whether a ground is good or not. And the service manual says "Use a Self-Powered Test Lamp" on the grounds.

I'll take a guess and say that you are testing the wires and ground points for your IP. Personally, I would use a multimeter. If a wire has a poor ground it still could light up a test light. Just not as bright. With a multimeter though, it will tell you exactly the difference between battery ground and the wire you're testing. It'* much more accurate.
