I think the brightness may be different, or the location of mounting...some companies have also dropped the name "fog lights" because they really don't help in fog.

granted yellow is more common in fog lights, there still are some white.
The main difference is the beam the light projects.
A fog light sends a short and wide beam, while a driving light projects a long and narrow beam.
Driving lights are technically supposed to be auxillary to your high beams, while fogs are to your lows.
Most factory "fogs" go off when you hit your high beams because if there was fog, you'd be worsening your vibility by increasing the glare.
People that hook up their driving lights to the factory wiring are missing out. Driving lights are "SUPPOSED" to be on with high beams, while running them off the factory switch and wiring shuts them off when the high beam kick in.
My personal favorite is still driving lights

My personal fave is also DRIVING lights, but we don't get fog as bad here as in N CA where I grew up.
I do wish my lights would stay on with the high beams, and one of these days.......I'll re-wire so they do.
As far as bulb color goes, the white light will tend to reflect better off the fog, and come back to you.....not fun. Yellow won't reflect as much off the water vapor in fog, so it 'cuts' through better. Perhaps a seasonal change is in order?

Ok, I misunderstood, I thought you were asking if there was a difference between driving lights and fog lights.
