how to keep the low beams on when the high beams go on?
is there any way to do this without disabling the main ehadlight switch and making new ones?

We will have to get the low and high beam wire colors for you or you can test with a test light. The low beam wire will show +12v only when the low beams are on and the high beam wire will show +12v only when the high beams are on. Usually the wires can be easily found in the harness that runs along the driver'* side fender.

I have the wiring diagram in the haynes manual, altho im not sure how much of it actually applies to my care because i have a 96 SSEi and the haynes manual is based off a teardown of an 85 oldsmobile and they say its the same even tho i know there are some things different. but i would think that i would have to remove the steering wheel to get to the high beam switch and modify it a bit

Normally, when you turn the high beams, the lows go off, right? When you wire up the relay as indicated, the voltage going to the high beam activates the relay. This in turn supplies voltage from the battery to the low beams. Simple. Once you determine the correct low and high beam wires, it should be a 20 minute job. This includes wire loom, cable ties and all other things to make it look pretty.

Have you done it randman? so you just need a power wire from the batter, going to a small fuse block, then splice into the headlight wires and find a ground? like to have lows on, then highs on, the have a button to have both highs and lows on at the same time?

so are we talking about having both low and high be on when the lever is held back, or when it is also released...to use as driving...
i know that in some dodge vehicles, you can hold the brights lever back and both will stay on, but only if you hold it...

You can do something similar to your idea rather easily. In the diagram above, instead of directly grounding terminal 85 you can switch the ground. The switch in the off position will be "normal" and in the on position it can be "blind 'em"
