I have the same problem, you have to get a new cluster from the dealership - bottom line, I did all things possible - cleaned all terminals including the ones under the rocker panel or have the cluster gauge repaired by MR.Whizard Technical Services for under 200.http://www.mrwhizard.com

common problems on these bonnevilles -why couldnt GM simply do it like the old way - run all gauges in different sending units. My 1979 10th anniversary Trans-am had the most accurate gauges and was the best gauge cluster I ever owned. GM can really f up a wet dream. just like phasing out Pontiac - I was a big GM guy all my life mostly owned GM muscle cars Pontiac and chevy'* but now, I just think they are starting to become a piece of crap.
1993 SSEI Bonneville,in Bright white factory paint with aerolite factory wheels, stage 2 jet performance computer ECM, Heavy duty cryogenic crossed drilled police interceptor front disc rotors with extreme 911 pads, upgraded MSD ignition coils, NGK uridium spark plugs- replaced with Nology Silver spark plugs( The best), K&N air cleaner, JVC 12 CD disc changer and Sirrus radio.
