Default 99 bonneville electronic climate control temp blinking?

My 1999 pontiac bonneville has electronic climate control. Just recently the temperature of the display would blink for a bit then stop whether it be interior or ext temp it didnt matter. Also before this I have been experiencing a lack of heat. Friend at dealership said that was caused by some failed actuator of a blend door but I havent had that replaced. Are these things related, and what does the blinking mean?

When a fault is present, the VF display panel will flash. Your air mixture door is in the wrong posistion most likely and throwing the code.
Did the system just fail one day or was it slow to respond and get worse over time?

Well we had a real cold winter this year and we started noticing the lack of heat. There is still a lack of heat but now the temp blinks. Is there a way to get it into diagnostic mode and count the flashes or something?

You need a Tech II to scan the codes on the 99 model.

...for two minutes after startup only. The code stays stored, so the fault isn't actually going away just because the display stops blinking. Retrieving the stored code(*) will help you nail the problem.

simlair problem on my 94 how do i get the codes the same way??

The panel diagnostics won't work on your car, you need a Tech II also.
