If you have any locksmiths that can make you keys that would be where I would start. Get the lock cylinders to turn and work.
Once you have established that, then we can move on to helping you bypass the VATS security system with some basic resistors. There are only 16 values and the wait between each value would be about 2-3 minutes. Once you have keys that turn the cylinders, you can be back to running in about an hour.

I guess one of us could probably do it ????

Ouch owned... I guess that would of been good info to known. Someone here prob. wouldn't be able to get it for 'em just b/c dealers ask for proof of ownership or should.

i've talked to the dealers they say that i can't "oder" new keys. they maybe have to change all locks around... i just wonder will i still have the same "safe" ignition or will it be some random junk they put in? so i wonder do you guys know if i can send an email to GM, to a special office in the states who handle these problems?

Look in your owners manual pouch for the key code blanks. Its the oval cutout of the back of the key with numbers on it,
Then any locksmith can cut them for you. If you have passkey you will have to get the resistance value from the dealer.
