Fan Blower stays on E.C.C.

The new relay didn't help any. Even with no relay the fan stayed on. Could it have something to do with HVAC programmer? I almost ready to just hot wire a remote toggle switch for the fan itself.

I don't think you've replaced the right part...
Unfortunately there are no relays on the 93s with the electronic climate control. :(
In most cases your symptoms are caused by a bad blower control module - I would be surprised if you could find that at an auto parts store.
By pulling fuses 11 and 17, you will cut power to the programmer, but not the blower control module. The module is powered by Fuse No. 3 under the hood in the passenger side fuse block.
