Default Can I somehow add Flash-to-pass

Yeah, I know it'* kind of a long shot, but is there any way to add flash-to-pass on my 95SLE? It'* the ONE option I wish I had, I already added the auto-dim mirror, that was a cinch. Hopefully I posted this in the right section...

Flash-to-pass, is when your lights are off, and you can use the turn stalk to pulse the high beams, to say tell someone to pass. They don't stay on, they just go on as you push the stalk into position and as the stalk comes back, the high beams go off. I am guessing I'd need a new stalk for this and whatever else, I am not sure. Hoping someone with some ideas on this will come in and make the suggestions or tell me it'* incredibly hard to do so....

As of right now, my car does nothing with the high beams with the lights off, even if I put the stalk into high beam on/off position. As with this, I don't have flash to pass as of now.
