my guess is he means a buffing wheel. What size is it -6", 8", 10" 12" .....? Those buffing wheels are getting cheaper and cheaper. I've got a 12", but don't like to use it as I haven't mastered using it without leaving swirls, so I do it by hand when I do my 1999 since the swirls really show on the black, but on the green 1994 the buffing wheel swirls don't hardly show and that wheel makes removing the hand-installed polish and wax a breeze to remove.
I'd say if it'* an 8" or 10" get it. 12" and larger is too large as the flat open areas on our Bonnevilles aren't much more than 10"*.

save the money and buy a true polisher by PC at
http://www.coastaltool.com/cgi-bin/*...a5b+1088555665

You can find the 7424 at Coastal Tool for $119.00. Coastal Tool has a good reputation over at Autopia so I would recommend them over Amazon any day.

You will still need a good backing plate and a set of pads. I would recommend Meguiars for both.

You can get a set of 3 pads (2 8006 polishing and 1 9006 finishing) for $24.95

The 5" backing plate W-64DA for 6.5" pads can be found here.

Not a bad deal considering the 6in backing plate is included. Total cost with shipping is $126.50. You will still need pads and I would recommend Lake Country Pads so plan on spending an extra $50 for the pads. Here is a link for a quality shop that carries the pads. http://www.topoftheline.com/polisherpads.html I would also check out this merchant http://www.detailersparadise.com/Splash.asp

Once you use a PC you will never go back to using your hand for certain car finishing procedures. Applying wax and removing the wax is still a job best left to using your hands but the polishing and removing swirl marks nothing beats a PC.
