Well, after finding many different, yet incomplete, window cleaning faqs, I now know that Rain-X Anti-fog is NOT to be used on tinted windows.
Also, The recommended cleaning method for tinted windows is Microfiber cloths with either just plain water or rubbing alcohol. Rubbing alcohol with the MF cloths was the more mentioned cleaning method.

Oh i realize that, I have been cleaning and detailing my cars since I first owned one (my Chevelle). This is just the first one with tint.
The Microfiber cloth is a great thing and will be what I use. It is just overkill on non-tinted windows, but will definitely be worth the peace-of-mind in cleaning the tint.

NY allows 70% or higher light transmittence all the way around. The fronts are 75% LT and the back 3 are 70%. Atleast that is what the dealership told me when I bought the car. I don't have any type of certificate... Anyways, whenever I get pulled over (has been a long time), I always roll down the windows on the drivers side. It just sets the cops mind at easy. He doesn't have to worry about someone shooting him so he is less likely to write you a ticket for having dark tint.
I really should have it tested. It doesn't look dark at all from the inside.

yeah i live in ny, and their laws suck, only calif. tint laws make sense because they add the factory to the aftermarket and make it legal(fact+70=legal) i dont know how to explain it. I have abou 23% coming through the sides and 10% in the back. When and if you ever get pulled over turn on your interior lights in the car asap, and have your window down already before they get there. Let them know you are not a punk kid with a gun...thats why the laws are in place....
oh yeah just clean the tint with a non ammonia product as said above, a soft cloth and stuff they sell at the tint place works best. I got mine for free..but im sure you can get it cheaper then whats there though
