When you can't clear your tails and don't want to tint...
...you can overlay the amber in your '96-'99 tails with red

Basically us '96-'99 guys have no other option besides VHT nightshades to get rid of the amber in the tails.
I'd call it a 90% match to the naked eye, although that transparent vinyl is a BITCH to lay flat. I used the heat of the stove burner to helps some but it'* still not perfect. I've got like 3 more extra sheets to play with though. I may even try some translucent red spray paint on these extra set of tails I have, but maybe first I'll actually see them on the car

Half done...
(excuse my dirty-*** SLE. It was sitting in a windy gravel lot today!)
I'm excited to see that the turn signal is actually RED when on too - no weird orange mix. This first version wouldn't fly for a perfectionist, but I'm just pumped to see the amber GONE on one side. I'm really gonna try to make this work somehow.

i like the red better than the tint myself. And, so far it sounds removable if you change your mind

you could try stained glass paint also. which if done properly should provide you with smooth shiney results.
