Default Fixing Paint issues

ok, couple questions for the paint guys.

First, someone bumped my car sometime between the weekend before the CT meet through when I left and spider cracked the paint high on my driver'* side fender. Is there any way to fix this with buffing or some other means? it doesn't look the best as it is right on and around the body line on the car.

Second, I have some scratched on my bumper that are rough, but not very deep. Is there a way to smooth these outwithout messing up the paint too bad? They are seemingly superficial and are not deep ar all. I also don't mind having to buy a can of the white spray paint and clear to put another coat on the bumper afterwards if necessary cause there are a couple things that would be nice to get fixed. Thanks.

Third, where is the best place to get a large spray can of the 16U white paint for my car?

i believe that you can get the 16U from the dealer

Duplicolor 5 oz spray touch up: DSGM433
, you can usually get it for $4 and change...

1993 SSEi.

And I think the dealer might be a little expensive, but i'll check there tomorrow maybe.
