HID bulbs on a 95
What exactly are HID bulbs?
What does it take to install them on a 95?
Would projectors fit into my stock housing and work correctly?
Can i even use my stock housing?
How big of a dent will this put in my wallet and how difficult is the
modification?

HID = High Intensity Discharge
You'll need a conversion kit to install them. The kits are made as a direct replacement for a particular bulb and not necessarily the year and make of a vehicle.
As far as cost, Google HID. You will find a variety of kits and costs, as well as info on how difficult the change is.

There are 2 things you are talking about here, the bulb you can get in any standard bulb put into cars, basically HID bulbs are Xenon gas in a sealed bubble that gets ignited and actually burns (remember chemistry?) these are run by a balast for each bulb that produces about 20,000 volts to ignite the gas then a little less to keep it burning
the projector retrofit is a challange, you will need a spare set of housings, actual projectors and don't buy cheap ones, a lot of people use Acura TSX projectors because they work well for retrofits, besides that you will need a Dremel or other high speed rotary tool, and Bondo
cost for just the parts can be anywhere from $250-$500 depending on the condition of the housings you get, and you will want good looking lenses
then it is about 20-25 hours of labor to take the housings apart, cut out a spot in the reflector then mount and bondo in the projector, sanding is a b****h and then you can paint it all up and put the housings back together

I already have a spare set of housings off of a parts car that I own. I can just use my current lenses when I get done with the project. I also have a Dremel so we're good there. Bondo shouldnt be hard to get. So what'* left is projectors and bulbs, right? Ive been reading about a harness that I might need to get to make everything more efficient. So should I add that to the list or is it not needed for my year?
It also seems like it might be a good idea to add HID bulbs to my fog lights from what I've read. What bulb should I go with and is that just plug in and go or is there more work involved?

Correct, well you need the whole HID kit which includes bulbs and ballasts, and get the HID relay harness, it will extend the life of the ballasts
I disagree with adding HIDs to a factory reflector fog light housing, it will be extremely bright and will blind drivers worse than having them in reflector low beams, either get a reflector housing made for HIDs or get projectors for the fogs, on my 2000 I fit a housing made for a Jeep Grand Cheerokee into the original spot and that looks good, no real light output though since I have the projector lows

I was thinking about it last night and why couldnt i just put HID bulbs in my high beams with no projectors because im only going to use my brights if thers no one in front of me so im not blinding anyone, right?

HIDs take about 30-60 seconds to warm up to full intensity and don't like to be on, off, on, off so they are not a good fit for high beams
