Factory Paint peeling

Since this is the closest topic for the info I need, I'll post here and hope for the best. 
I recently purchased a 1992 siverado that has a two tone paint job. The side strip is a silver color and is peeling off. (normal for the year I believe).
My question is - - - Can I just sand off the top coat and repaint over the primer, or should I sand to bare metal and reprime? The problem seems to be the paint not wanting to stick to the primer but only on the silver, the rest of the truck is blue and the paint seems to be sticking like it should, no peeling at all.
