I find that elbow grease does excellent work, you could try Motherballs.
btw, you might want to edit hte title, it sounds a bit filthy

I used mothers chrome polish on my wheels. Worked great. I had a lot of tiny black specks on them, I thought it was oxidization, but it was just tough dirt. Made a very noticable differance.
