How do you get rid of this stuff that looks like white build up on the paint?

are these blemishes above the surface of the paint or are they in the clear coat??

Well.. the only good thing about the cursed white car is it doesn't show up that much.. unless you look @ it really closely.. I have one spot from the bast!d shop who did my rear quater panel replacement
