Help, took my car to the wash, and then washed it by hand...
and I still can't get the stupid rainspots off the hood of my car!
i dont know what'* going on, there are what looks to be rain spots on the hood of my car, i cant get them off!
should i try using meguires scratch x all over my hood and then re wax my car?

First thing that I would try would be a clay bar. I know that Advanced sells the Mothers Clay bar for something like $16 (or there abouts). If that doesn't work, then maybe a lightly applied polishing compound is in order, but the clay bar should do the trick.
