Default Goop in engine bay

When i bought my car it had some goop in the engine bay. It looks like grease or something. I had the dealership take most of it off, but not all of it came off. When i was out getting my new hood put on i was talking to the painter guy out there and he said that it was some good stuff, it really protects it. He said that he had some stuff to take it off but wouldnt recommend it. I really want to get it off, because it makes my engine look like crap. Wondering if any of you know what it is and how to take it off. I have tried engine cleaner and scrubbing it and that didnt work. Thanks
