Thanks for thinking about us older bonnevilles but I believe that this is a hoax. Carburated cars cannot be "chipped", all my computer did (before I removed it) was monitor emissions. The computer doesn't control the fuel ratios as in a fuel injected car.
A quote from my boyfriend who knows about these things:
"The engines do not have a “chipable” computer. They must be reprogrammed. The only GM PCM that can be chipped is the vette or that with a MPI/TPI LT-1. Your car in 1984 came carbureted as is yours in 1986. I would think its for the 3.8L V6 which might be/is downdraft fuel injection. In this case, it would still be the EPROM setup (not chipped) Chipping involves removing the EPROM and replacing it with a new one. As far as I can remember, there never has been such a thing for these cars. Certainly not an 1984."
If anyone wants to dispute me on this go ahead.

I didn't do any digging, just happened to come across it. What you say makes sense, but then again, Hypertech is a well-known name. I wonder if they even MAKE a device like this?
