2000 deville speedo problem!

2000 deville speedo problem!
Hey, please can anyone shed some light on the problem i am having!
My caddys speedo and cruise control both do not work. There are no DTC codes showing/check engine is not on either. I have verified (with my elm327 tech scanner) that the vss speed signal works - cause i get the speed come up fine on my computer when driving it with the tool attached. But the speedo just sits at 0mph! I though okay it must be the ipc - well guess what i bought a new one and still nothing...I'm pulling my hair out with frustration - can anybody help?
O and what voltage is supposed to be coming out of the pcm to the speedo - cause i put a voltmeter and it shows 12v when running! - does not change when driving around either...Maybe its a bad PCM????
Please any help would be soooo appreciated.

You don't need a scanner and you are able to pull codes right from the driverseat at the DIC. Its just a matter of pushing a few buttons on the dash. I would wonder if the tool you are using is inferior to the DIC data and failing to generate proper codes for you. Use this link and go to the top of the page to start.
