Fuel coming out of the FPR would be bad.
Replace it if fuel is leaking out.
Post 7 From William Stated: best way to test the FPR is to use a vacuum pump with some clear hose and apply vacuum to it with the engine running and see if gas comes through the clear hose. If it doesn't hold the vacuum it'* bad.

and if it is leaking it would be leaking from the FPR or the little elbow ?
the clear hose would be attached to the little elbow or where the little elbow is attached to the FPR ?

It leaks from the FPR, watch this, fwd to around 1:50 mark, this video should help ya out.
