OK, I placed a temporary wire from the transmission connector to the PCM and still nothing. (still utilizing transmission & PCM connectors)
I will move forward with replacing the 20 pin transmission connector as I have it and other than the PCM connection point I'm out of ideas / options.

Per the schematic, back probe the 1-2 shift solenoid GROUND (A-LGT GREEN) and OHM it to chassis ground when in PARK and in drive. This will test if the PCM is actually grounding that circuit.

OK, here is what I found.
If car is off (completely no key in ignition) I read 25 ohms to ground, from under dash near PCM.
If car is running the circuit is open, no mater where (PNRD21)
Should be the following:
P = ON
R = ON
N = ON
1 = ON
2 = OFF
3 = OFF
4 = ON
What'* the next diagnostic / test? Does this point toward the PCM??

We need to go back to square one.
How are you determining that your trans is starting out in 2nd and not 1st?

Car is very sluggish until it gets to around 10-15 mph, shifts once (2nd to 3rd) and then at speed it runs around 2200Rpm.
When manually selecting the gear, 1-2 makes no difference & 3-4 makes no difference at speed.
