Default need help diagnosing p1404

need help diagnosing my moms car to get it inspected, now it has the dreaded p1404 code, now im following the diagnostic test that ive seen on here from searching (links at the bottom of post), and everything checks out perfect and the original egr and a spare replacement one i have all spec out the same, installed on the car or on the bench, now the only thing that doesnt check out is the 10-12 volts the egr is supposed to get from test 2, but of course that is where i dead end, im unsure where to proceed, any tips or advice on where to continue to find out why its not getting the 10-12 volts?

now im hitting my auto parts store in a min to grab a hayes manual, cuz i want to be sure im testing the right wire for the test 2, cuz there is 3 light gray wires, 1 brown and 1 black, unlike all the pics and diagrams ive seen online, where there should be 1 pink, 1 black, 1 brown and 2 gray

i guess i should also state that there are no other codes or problems with the car, this p1404 code i was told is intermittent, so im pretty sure i can catch the window and get it passed, but i would rather find the problem and fix it, and also last year that i put in a new cat, egr, all intake manifold gaskets, upper intake manifold, coolant bypass tubes, etc...

dont need to, the egr tested fine every way possible, even compared the specs with the new replacement one i bought in case i needed it, so the egr is fine, the ONLY thing wrong after performing every test on the diagnosing procedures is that the egr isnt getting the 10-12 volts from the pcm its supposed to get when the ignition is in the on position but not running, and to my knowledge there are no electrical problems with the car other than this

I didn't think the EGR operated with KOEO, or even at idle.
