The IP top pad is covered with a PVC skin that dries out and loses resiliance due to exposure to heat over a long period of time. You don't say where you live, but my guess is in the southern states. There are patch kits available, or you can cover the top pad with another layer of something, or you can replace it. Replacing it is the only thing that won't look ghetto.
My car is so old I am just living with the cracks and splits. The problem is UV light so keeping the dash out of the sun as much as possible, or keeping a UV protective clearner will help to prevent damage.
You could check to see if you can order a new one but outside of the cost, it may no longer be available.
Thanks for the advice, I need all that I can get. It'* a Beautiful 2000 Lesabre with less a hundred thousand on the clock. A Dream for a used car, owned by a senior citizen and seriously taken car of. The only problem is the upper Dash, "Split by the Kentucky summers after twelve years". It looks like "Crap" because every thing else is so clean.
