correct me if im wrong, but arent resistors wired into the negative side of a power source when changing 12v to 2v

Five years of engineering, and I was never told if that mattered. I don't see why it would.

basically i want to wire blue LED'* into this board, but its 12v. where do i need to put the resistor, and what kind of resistance am i gonna need?

(EDIT)the lights on the bottom of the first picture are already led'* with resistors in them, they are getting about 1.87v. the other 3 (1 missing for the pic) are normal 12v bulbs with orange covers on them. that is where i am having my troubles

Those are in parallel, right? Measure the resistance of the led you're putting in. Get a resistor for each one that is five times the resistance of the bulb.

Where are those pieces from? Dash or console?

You're gonna have to find a way to squeeze a resistor onto one of the leads of each bulb. Or rewire them all in series, with a resistor of equal resistance to the bulbs or an extra bulb.

OK, just saw your edit. How about blue bulb covers? The series suggestion won't work. Another series suggestion, the three in series, with one resistor equal to the resistance of the three bulbs together.

Oh yeah, to put a resistor on each bulb, look at the colored stripes on the resistors for the bottom bulbs. That is code for the resistance. You'll need resistors with that color code on it. Somewhere, I have a key for the code, but would take me forever to find it. Let'* see what Google turns up.
