It seems at least the 92-99 battery cable that goes to the fuse panel can have its red boot removed for easier cleaning. The alternator/starter cable can't have its red boot taken off. That'* odd. Anyway, the only thing holding on the red boot is electrical tape. Peel off that, and the boot slides right off. I took out that and sanded it. Easy. Just thought you'd like to know.
