This bulletin is being revised to add model labor time information. Please discard Corporate Bulletin
Number 01-08-51-004B (Section 08 - Body and Accessories).
Condition
Some vehicles may have the appearance of blistering or bubbling paint on the top of the hood or under
the hood edges and hem flanges.
Correction
Important: Always follow your paint manufacturer'* instructions for specific product usage.
1. Remove the hood from the vehicle.
2. Wash the complete hood with soap and water.
3. Wash the hood with wax and grease remover.
4. Inspect the hood for paint blistering (top of the hood and under the hood edges and hem flanges).
Important: Because the hood is made of aluminum only, use clean discs so that the aluminum
surface of the hood will not become contaminated with foreign particles.
5. Clean blister areas by spot media blast or a 3MŽ Roloc clean and strip disc, P/N 07466, or
equivalent.
6. Feather edge and clean.
7. Prime the affected area, seal the complete panel perimeter hem flange using 3M #08370.
8. Refer to your GM 4901M Approved Refinish Materials booklet under the heading of Rigid
Substrates (Steel and Aluminum) for product selection. The information for the latest GM
Approved Refinish Materials booklet is ONLY online at the GM Goodwrench website. Printed
books have been discontinued. Follow these steps to access the site:

This is all I needed to hear! My hood is aluminum as well and part of a design that cant be redone without redoing the fenders and nose as well.

I do know that with past paint blistering problems, some rare lucky folks have been persistent enough and, armed with the TSB and as much other info as possible, have made enough stink that GM has taken care of the repaint for them. I have no idea if that will work in this case for you, but it is likely worth a try.

I tried that...didn't work for me. Got caught in the endless loop. Dealer said, we won't unless GM says we can....GM said...we go by what the dealer decides...dealer said....not true...GM decides... I started to get dizzy (dizzier? )

I had this problem a couple of years ago. They told me that it was some contaminates that got in there before they painted the hood. So they told me that they would sand it down and redo it. It was in 5 spots, and I told them I wanted a new hood. Needless to say they did it their way. About a year later it all bubbled up again in the same places. So I went back and told them to replace the hood, this time they did and haven't had a problem since. They were a real pain in the @$$.
